California Laws on Lane Changes
A driver may move to the left in limited circumstances, such as when passing another vehicle that is traveling in the same direction or if the driver is preparing to make a left turn. If a road is divided into two or more lanes, a driver must stay entirely in one lane whenever that is practical and may only change lanes if it can be done safely.
A motorist may only cross solid, parallel lines to make a left turn or to make a U-turn where that is permitted. If one line on the driver’s side of the road is broken, the driver may cross the line to pass another vehicle traveling in the same direction.
A driver may only pass another vehicle on the right if the vehicle to be passed is making or preparing to make a left turn or if the road is wide enough for two or more vehicles to move in the same direction. Under Sec. 21751 of the California Statutes, a driver who wants to pass another vehicle traveling in the same direction may only cross to the left of the center of the road if the driver can clearly see that the left side of the road is free of oncoming vehicles and the driver can pass the other car safely.
If a road has three lanes, a motorist may only use the center lane to pass another vehicle if the driver can see the road ahead and the center lane is free of traffic for a safe distance. A driver may travel in the center lane if it is designated for traffic traveling in that direction or if the driver is preparing to make a left turn.
If a barrier or dividing section separates a road into two or more parts, a driver may not cross the dividing section and may only make a U-turn or a left turn if there is an opening in the barrier to allow such a turn. A motorist may not drive a vehicle from a service road that is located along a public road onto the main road unless there is an opening in the curb or area separating the two roads.
A driver may not cross double lines separating a high-occupancy vehicle lane from other lanes. Drivers may only enter or exit high-occupancy vehicle lanes in designated areas.
